Assignment Description   The overall purpose of the plastic identification surveys is to monitor and deepen knowledge and local capacity building on the quantities and different plastic waste types leaking into rivers and the ocean and increase the understanding of key locations in priority rivers and beaches for plastic waste leakage into waterways and ocean and plastic waste quantities and types in those locations. The plastic diagnostics will include: (i) Assessment of quantities and types of plastic waste leaking into rivers and ocean; (ii) Identification of key rivers and locations in rivers for plastic leakage and estimation of plastic waste quantities at those locations; (iii) For coastal areas, the analysis will result in a score to monitor a standard metric of pollution the Clean Coast Index This will be done through the execution of field surveys and remote sensing surveys and satellite imagery. The plastics identification and prioritization study is foreseen to be implemented on six(6) rivers (or tributaries; canals)/coastal locations in the country, with an estimated 2-3 sites on each river/tributary/canal/coastal area. The overall focus of the surveys shall be put on monitoring macro-plastics (>20mm) and plastics floating on the water surface, riverbank sites and coastal areas. Floating plastics shall be detected and analyzed through automated remote sensing and data analysis. Categorization of plastic types shall be based on common international guidelines such as OSPAR or GESAMP. The knowledge on plastics pollution shall be enhanced through drone-based detection and analysis of plastics pollution along riverbeds and beach areas along priority river mouths, which would usually get trapped/stranded during dry seasons and be flushed away during rainy seasons or other high water events. The Consultant shall propose sensors with appropriate bandwidth and low costs (RGB) under consideration of local availability and costs and lay out additionally required equipment Assignment is planned to start in November and to be completed by May 15.2021. Maximum budget available is USD150,000. Working with local partner institutions in survey implementation is regarded as essential. The local partner will have a key role in survey implementation; obtaining necessary survey permits from the relevant Government agency; and provision of necessary survey equipment.   Attachments Optional TOR File   Qualification Criteria   1.  Provide information showing that they are qualified in the field of the assignment., specifically Demonstrated experience in implementation of plastic surveys Demonstrated experience in implementation of remote sensing surveys Experience in implementing technical surveys in Indonesia Prior country or regional experience  * 2.  Provide information on the technical and managerial capabilities of the firm and its consortium partners  * 3.  Provide information on their core business and years in business.  * 4.  Provide information on the qualifications of key staff., Tentatively the following key staff are envsioned Key expert 1: Team Leader and plastic survey specialist Key expert 2: Remote sensing and data analysis expert Key expert 3: UAV survey expert Indonesia Other experts also deemed applicable  * *- Mandatory     selection #  1277129   Electronic Submissions through World Bank Group eConsultant2 https://wbgeconsult2.worldbank.org/wbgec/index.html   This is an announcement from the World Bank's e-Consultant2 system.
