ASSIGNMENT OVERVIEW Assignment Title: 1274576- Rail Project in Brazil: Demand Consultant Assignment Countries:- Brazil ASSIGNMENT DESCRIPTION The International Finance Corporation (IFC) is being considered by a government-client in Brazil to be the lead advisor to structure and promote a PPP program for a 1900 km railway corridor (the Project) in Brazil, through which 4 railway segments will be awarded as O&M or DBFOM (Design, Build, Finance, Operate and Maintain) concessions to the private sector. The main objectives of the consultancy are (i) evaluation of the demand studies previously produced for the 4 rail segments under Project scope, nearby rail segments, and other competing infrastructures; (ii) produce own demand projection studies, taking into account the seasonality, production and demand patterns and their geographical distribution, field survey results of main shippers and municipalities, and potential impact of other transport modes and future infrastructure planned by the government; (iii) elaborate a demand simulation model; (iv) estimate applicable freight volumes, including access right freight, and applicable tariffs; (v) evaluate and project revenues, including those related to access rights and mutual traffic, and any ancillary and alternative revenues, including a benchmark evaluation and projection for the whole concession period; (vi) undertake sensitivity analysis contemplating the demand forecasting for different infrastructure availability and other scenarios, including other corridors where access sharing is expected, (vii) interact with the engineering consultant to enable the definition of operational and investment assumptions; and (viii) support on the technical aspects at public consultation/hearings, market sounding/promotion and the bidding stages. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals).
