ASSIGNMENT OVERVIEW Assignment Title: 1277097- Researcher/Analyst (Short Term Consultant) Assignment Countries:- Ukraine ASSIGNMENT DESCRIPTION The IFC Ukraine Climate Smart Agriculture Finance and Green Finance Projects are implemented in partnership with the Austrian Federal Ministry of Finance. The objective of the Climate Smart Agriculture Finance project is to improve the framework for climate finance that will allow for a more effective and sustainable financing mechanism for financial intermediaries to lend for sustainable solutions and provide a common understanding of eligibility criteria adherence to carbon/agriculture/green standards. The Project goal is to facilitate $5 million USD of financing by partnering banks and reduce GHG emissions by 2,000 tons by 2021 year-end in Ukraine. Project objectives: 1) Strengthening the enabling environment for green finance and climate smart agriculture in Ukraine: facilitating changes in the regulation framework to apply global existing standards to enable climate smart/carbon accounting related to agriculture developing guidelines/eligibility criteria and new financial products for climate smart agriculture financing 2) Increasing climate smart agriculture capacity amongst financial intermediaries and the agri-SMEs by facilitating workshops and training for sector stakeholders to help them understand their business opportunities by applying climate smart agriculture practices. Green Finance Project, which has the aim to develop new areas of green finance in the countries through the three objectives: 1) Building internal capacities of FIs for green energy finance 2) Building market awareness for green energy finance 3) Facilitating green finance instruments (such as green, blue, and sustainable bonds), engaging key stakeholders in the development of access to green capital and facilitating the use of IFCs own dedicated green finance instruments. C. Scope of Work and Activities The researcher shall work with the team to ensure delivering project`s objectives, and specifically related to Climate/Green Financing, including climate smart agriculture projects, renewable energy production, energy efficiency, water and waste related projects, green transport, etc. With respect to these initiatives the consultant will: Conduct research and collect information on climate/green projects from different sources of information; Develop research papers, reports, brochures, presentations, training and promotional materials to promote/develop financing Climate/Green Technologies, train financial sector specialists in understanding specifics of finance of Climate/Green Technologies; Analyze existing climate change practices with respect to implementation of climate projects in the region; In cooperation with the other team members and consultants prepare training materials: for financial institution on the specifics of Climate/Green technologies implementation and finance; Work with internal project trainers, public relations/communications, and other project personnel to prepare and present at the seminars, workshops and trainings organized for financial institutions and other partners; Work with the other team members and consultants, undertake research, gathering statistics, and contributing to studies to develop climate change projects; Conduct monitoring of climate projects financed by financial institutions, collect and systematize corresponding data; Perform other duties, such as presentation and training of the above programs and others as requested by the Program Manager. D. Duration and Length of the Assignment The length of this assignment is estimated at 100 working days between November 1, 2021 till June 30, 2022. E. Requirements/Qualifications: A degree in Economy or Climate/Environmental Studies with focus on climate change or related field; Excellent command of English and Ukrainian; It is desirable to have some experience in climate/green projects with private industry, financial institutions or developmental agency; It is desirable to understand climate change policy framework, structure, key stakeholders and market players; Excellent research and writing skills; Good understanding of the global climate change agenda and climate change impact; Strong analytical and conceptual skills; Strong editing, formatting, and designing skills; Strong work ethic; Understanding of the agriculture sector and its major stakeholders will be a strong plus; Ability to work flexibly and under deadline pressure at times on a range of assignments, and adjust to and prioritize a variety of complex evolving tasks; Ability to provide administrative, communications, and research support to the team; Ability to work effectively in a team-oriented, multi-cultural environment; Strong interpersonal skills; Excellent written/communication skills in English, Ukrainian, and on occasion Russian, are essential.
