ASSIGNMENT OVERVIEW Assignment Title: 1278668- Short Term Consultant in Climate Smart Agriculture Assignment Countries:- Ukraine ASSIGNMENT DESCRIPTION IFC is seeking to hire a Specialist, as a Short-Term Consultant (STC) with strong academic background in the agriculture, environment and climate change science, as well as demonstrated practical experience in working with businesses supporting private sector solutions in the agriculture and climate space. The STC will play a critical role in helping IFC articulate the opportunities for the private sector in addressing climate change in agriculture sector through innovative engagements in some (to be decided) or all of the priority sectors identified, as well as the policy barriers that need to be addressed so as to enable and increase private sector investments aiming to decarbonize the agriculture sector. The STC will: 1. Provide updated market intelligence data at the agriculture sector, country, and regional level to frame the business case for climate smart agriculture related investments in Ukraine. Potential market growth and investment for CSA: Identify current and potential size of the market in identified climate mitigation, adaptation and resilience business market segments, current and potential growth, investment trends, and other relevant indicators; Estimate the decarbonization transition costs for overall for CSA and for some subsectors (no-till, efficient fertilizer application, waste management, green transport, etc.); Potential green job creation and GDP multipliers for CSA: Identify current and potential number of jobs, growth rate of jobs, and $ invested/job; Potential net greenhouse gas (GHG) emission reductions for CSA: Model the potential GHG reductions, as relevant, based on potential for investment and on cost of net carbon abatement; Demonstration and spillover effects: The possible multiplier effect of investment in the priority CSA technologies on the performance or opportunity space in other sectors; 2. Draft inputs of CSA to contribute to the CCDR for Ukraine. Inputs provided should be socialized first with IFC relevant staff to help prioritize key areas of CSA in the country- based on experience from IFC activities in the region, subregion and country- where the wider World Bank Group then could advocate for actions and policy reforms to create markets for CSA business in Ukraine. The STC will look into: Current market opportunities, including via existing IFC financing instruments for investments (e.g., equity, debt, blended financing, carbon finance, sustainability-linked financing, etc.); Potential market opportunities, including areas where IFC Upstream initiatives and advisory services could help to create markets; If/Then scenarios, identifying opportunities that could be unlocked through World Bank Group support for the implementation of new or reforming of existing policy, regulation, laws, and/or institutions, etc.; Assess current CSA finance practices and highlight the availability of green finance tools as well as any existing barriers and gaps to overcome and policy actions to be taken to expand further green finance in the agriculture sector; Suggested new areas of strategic focus and new business lines in areas of need Selection Criteria The STC shall demonstrate the following qualifications and experience: Academic achievement in Agriculture, Environment, Climate Science, Economics, Business Administration; 10+ years of relevant experience in the agriculture, environment, climate change arena; demonstrated track record leading activities related to private sector climate related engagements; Deep understanding of agriculture and climate related issues in Ukraine (mandatory) and broader Central Asia and ECA region (preferred), including constraints preventing private financing for climate related projects; Strong existing network with key stakeholders at public bodies, business associations, as well as, with credible private players and financiers; Proven client relationship and effective interpersonal skills, strategic thinker and ability to successfully operate under tight deadlines and in a diverse work environment at all levels; Excellent meeting / workshop facilitation skills; Flexibility to travel, as deemed feasible and necessary; Fluency in English, Russian, Ukrainian, including excellent writing and presentation skills.
