The action plans contain activities leading to the establishment of complaints systems, Code of Conduct, referral pathways and well mapped service providers to provide survivor centric care to any survivor of SEA/H that makes a formal and informal complaint and/or requests response services to recover from abuse. This ToR outlines the roles and responsibilities for a technical agency that will be contracted by the World Bank to provide this technical support. The technical agency will provide TA to the MoE in the following areas i) Finalizing CoC and development of protocol for establishing SEA/H complaints/grievance redress mechanism (GRM); ii) implementation of such protocol in five pilot provinces; and iii) Capacity development of the new MoE GBV Unit. Attachments Optional TOR File Qualification Criteria 1. - A legal status recognized by Afghanistan and internationally enabling the organization to perform the above-mentioned tasks. e information showing that they are qualified in the field of the assignment. * 2. - Experience in Afghanistan and at international levels on SEA/SH prevention and response. This should be evidenced by the presence of skilled personnel within the entity who have substantial and proven technical expertise in PSEA policy and programming in emergencies and fragile countries- Good understanding of Afghanistans SEA/SH programming landscape and the relevant systems and actors in this space. Active partner working on GBV issues within Afghanistans education sector 3. -Demonstrated ability to engage in policy dialogue in the education sector in Afghanistan and influence policy to ensure alignment with international standards on PSEA.Demonstrated experience developing SEA/SH tools, templates and other SEA/SH resources that can be adapted for piloting and scaling. Record of published articles on best practices in SEA/SH preferred.
