BID SUBMISSION REQUIREMENTS Due to the impacts of the COVID-19 pandemic and to encourage physical distancing, the bid receiving unit in Vancouver will remain open but with limited staff and limited hours: Monday to Friday, from 10:30 am to 2:30 pm (Pacific Daylight Time). Suppliers are recommended to submit bids electronically using the Canada Post epost Connect application for the subject bid solicitation. Work Description: Work under this standing offer includes, but not limited to, to provide all labour, material, tools, equipment, supervision and transportation required to complete high voltage switching/isolation/grounding services, repair of high voltage switchgear, power factor correction, hypot testing, power quality studies, ground resistance calculations and field testing for all areas of CFB Esquimalt. Work will be on an as and when requested basis for the Department of National Defence, CFB Esquimalt, Victoria, BC. Period of Standing Offer: Anticipatory from June 1, 2021 to May 31, 2024 for a three year period, with 2 one-year option periods. It is anticipated that one (1) standing offer will be issued. The estimated value of the standing offer is $1,050,000.00, GST inclusive, for the duration of the standing offer. THIS STANDING OFFER CONTAINS A SECURITY REQUIREMENT: 1. The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer, hold a valid Facility Security Clearance at the level of SECRET, issued by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC). 2. The Contractor/Offeror personnel requiring access to sensitive site(s) must EACH hold a valid personnel security screening at the level of SECRET, or RELIABILITY STATUS, as required, granted or approved by the CSP, PWGSC. 3. Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of the CSP, PWGSC. 4. The Contractor/Offeror must comply with the provisions of the: (a) Security Requirements Check List and security guide (if applicable), attached at Annex A; (b) Contract Security Manual (Latest Edition).
