THE REPUBLIC OF UZBEKISTAN

“EMERGENCY MEDICAL SERVICES” PROJECT

CREDIT #6210 UZ

 

“Procurement of server and computer equipment

for regional dispatching centers (Call-centers)

and field crews of ambulance services

 

RFB No: EMS/02/RFB/22/01

1. The Republic of Uzbekistan has received a credit from the International Development Association (IDA) toward the cost of “Emergency Medical Services” Project and intends to apply part of the proceeds of this credit to payments under the Contract for Procurement of server and computer equipment for regional dispatching centers (Call-centers) and field crews of ambulance services.

2. The PIU «Emergency Medical Services Project» now invites sealed bids from eligible and qualified bidders to deliver the following:

Bidders may submit bids for all or any one of the lots. Evaluation will be carried out for each lot. Bids must contain all 100% of the items indicated in a separate lot. Incomplete lots will be rejected.

3. Bidding will be conducted through the Request for Bids (open market approach procedures) as specified in the World Bank’s Procurement Regulations: Procurement in Investment Project Financing - Goods, Works and Non-Consulting Services and Consulting Services (July 2016) (“Procurement Regulations”), and is open to all eligible bidders as defined in the Procurement Regulations.

4.       The Bidding Documents may be obtained by an authorized representative of the Bidder from the office stated below upon submission an application to the PIU.

5.       Bidding Documents will be available from the date of publication.

6.       All bids must be accompanied by an original Bid Security. The amount of Bid Security shall be not less than equivalent of the following amounts in freely convertible currency:

For Lot #2 – USD 1,000

For Lot #3 – USD 1,000

For Lot #4 – USD 1,200

For Lot #5 – USD 50

For Lot #6 – USD 3,000

For Lot #7 – USD 1,000

For Lot #8 – USD 1,000

The Bid Security must be confirmed by a SWIFT message sent by the Bank that issued the guarantee to the Payer's Bank confirming its authenticity.

7. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.

8. Bids may be delivered to the: PIU «Emergency Medical Services Project» (Tashkent, Kichik Halka Yuli, 2, Republican Scientific Center For Emergency Medical Aid, Administrative Building, Second Floor, Room #7, Procurement Department) not later than 15:00 P.M. (Tashkent time) on March 25, 2022.

9. A complete set of bidding documents in English or in Russian (in pdf format) will be sent via email to interested parties upon submission of a written application to the Project Implementation Unit by email: [email protected]

10. Late bids will be rejected.

11. Bids will be opened in the presence of the Bidders’ representatives, who choose to attend in person at: Tashkent, Kichik Halka Yuli, 2, Republican Scientific Center For Emergency Medical Aid, Administrative Building, Second Floor, Small Hall at 15:30 P.M. (Tashkent time) on March 25, 2022.
