Contract Title: Supplying of ACSR Conductor 120/20mm2, and 11mPoles for Ninawa Governorate - Two lots

  1. The Government of Iraq had received financing from the World Bank toward the cost of the Emergency Operation for Development Project (EODP) -Additional Finance, and intends to apply part of the proceeds toward payments under the contract for Supplying of ACSR Conductor 120/20mm2, and 11m Poles for Ninawa Governorate (2 Lots). For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
  2. The Ministry of Electricity (MOE) now invites sealed Bids from eligible Bidders for the supply of Wires and Poles (2 Lots) of different types and sizes: 

Lot 1: Supplying of Aluminum Conductor Steel Reinforced (ACSR)120/20mm2 for Ninawa Governorate.

Lot 2: Supplying of 11m Steel Tubular Poles for Ninawa Governorate.

 

The Goods are required to be delivered within 90 to 120 days from date of signing the contract CIP to Ninawa Governorate.  A margin of domestic preference shall not apply. The bidders have the option to quote for One or Two lots. The bidder who intends to submit for Two lots should meet all the aggregate qualification requirements for the lots submitted.

3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from the Ministry of Electricity/ Investment and Contracts Office / Al-Mansour /AL - Naqabat Street, Attention: Ahmed Mahmood Sami – Procurement Officer, Electronic mail address: [email protected] and inspect the bidding document during office hours 09:00 to 14:30 hours Baghdad local time at the address given below.

5. The bidding document in ENGLISH may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 150. The method of payment will be in cash. The document will be picked up from the Ministry of Electricity/ Investment and Contracts Office address shown below. For the International Bidders, there is also the option of purchase through money transfer and the Bidding Documents to be sent by e-mail upon receipt of money transfer to MOE bank account with the net amount of USD 150 excluded any additional cost regarding the money transfer. MOE bank account is available upon request after sending the company credentials and confirming the official e-mail address

6. Bids must be delivered to the address below on or before May 17, 2022 Time: 11:00 A.M Baghdad Local Time. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on May 17, 2022 Time: 11:30 A.M Baghdad Local Time

7. All Bids must be accompanied by a Bid Security of USD (20,000) for Lot 1 and USD (25,000) for Lot 2. The validity of the bid security shall be valid for twenty-eight (28) days beyond the original validity period of the Bid.

8. A pre-bid meeting for interested eligible Bidders will be held on Tuesday, Apr 26, 2022, at 10:00 AM Baghdad Local Time at the address in item 9.
