Request for Expressions of Interest (REOI) Punjab Tourism for Economic Growth Project (PTEGP) – P158099 Planning & Development Department Government of Punjab   Assignment Title: Hiring of Firm for DEVELOPMENT OF ENVIRONMENTAL IMPACT ASSESSMENT (EIA) Reference No:   PK-PTEG-206682-CS-CQS          The Government of Punjab has received financing from the World Bank toward the cost of the Punjab Tourism for Economic Growth (PTEG) and intends to apply part of the proceeds for consulting services. Government of Punjab, Planning & Development Board in collaboration with World Bank Group (WBG) and multiple implementing agencies is implementing Punjab Tourism for Economic Growth (PTEG) Project with the total project cost of USD 55 million over five years (30th April, 2023). The project aims to promote tourism sector by strengthening the institutional capacity through better skills development, increase private sector participation and improve infrastructure services in support of the tourism sector in the province of Punjab. Proposed assignment is the development of site-specific “Environmental and Social Impact Assessment Report (s) and Environment and Social Management Plan(s)” covering the environment and social aspects, to identify potentially adverse impacts on surrounding environment and communities during construction phase and suggesting mitigation measures accordingly in site specific environment and social mitigation plans. The ESIA(s) and ESMP(s) will be prepared in accordance with the Project’s Environmental and Social Management Framework (ESMF). ESIA will also comply with the national environmental requirements defined through Pakistan Environmental Protection Act of 2012 and subsequent provincial acts, regulations, and guidelines, and WB Operational Policies on environmental and social assessment. The assignment will be conducted for around four sites and first identified site is Kotli Sattian, District Rawalpindi. The PTEGP intends to invite eligible consulting firms, to indicate their interests for the aforementioned assignment. The interested firms should provide information demonstrating that they have the required qualifications/competencies and relevant experience to perform the required services. Firms should provide information about their eligibility and competencies in the following areas: General Experience:  At least 5 years post registration experience, in environment related assignments.                                Specific Experience: Relevant Experience of having completed at least two (2) ESIA related completed assignments, during last 3 years. Documentary proof is required. Availability of technical facilities and equipment to carry out relevant tasks. Availability of appropriate skills and staff. (list of staff with qualification and experience)   Weightage will also be given to those applicant firms having experience of working with development partners, and Public sector Departments of same nature.    Applicant firms will provide proof of the company/firm’s registration in Pakistan with SECP or relevant professional/regulatory authority etc. (only for local firms) and in case of foreign company/firms, registration with the relevant authority in that country. The applicant firms must not be debarred to participate in the competition process by World Bank. Bank’s debarment list will be used for reference. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants, January 2014 by World Bank Borrowers. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. Consultants should clearly indicate such arrangements A Consultant will be selected in accordance with the Consultants’ Qualification Based Selection (CQS) method set out in the Consultant guidelines:  Selection and employment of consultants under IBRD loans and IDA credits & grants by World Bank borrowers January 2011, revised July 2014.
