Description: Hiring of outsourcing services (information technology, equipment and hardware specific for fingerprint collection) with the employment of local teams to conduct biographical and biometric (fingerprints) data-gathering and still image capture for the photographing of persons deprived of liberty (pre-trial detention or sentenced) in approximately 1450 imprisonment facilities (prisons) located on all units of the federation.

The United Nations Organization in Brazil calls competent companies to express their interest in a bidding process planned as follows:

Context

 

          In November of 2018, a technical cooperation project was signed between the National Council of Justice and the United Nations Development Programme (UNDP). The project aims to provide tools and develop strategies aimed at strengthening the monitoring and surveillance systems in educational prisons, with emphasis on greater control and reduction of overcrowding and overpopulation in these prison systems. In order to achieve these goals, the improvement of alternative criminal policies and of electronic monitoring will be key, as well as the improvement of compliance with socio-educational measures in open environments.

         Methodologies for the promotion of citizenship and the guarantee of rights for persons deprived of liberty will also be promoted, disseminated, and diversified, in addition to the improving of information management with the national implementation of the Unified Implementing Electronic System [Sistema Eletrônico de Execução Unificado (SEEU)].

         The actions foreseen in this document include the conduction of studies, as well as assessment and monitoring activities and the preparation of strategic plans, with a view to the creation and diversification of the mechanisms and instruments that enable the implementing and enhance the dissemination and support of technical, conceptual and operative skills for legal actors that work within these systems, thus qualifying the execution of criminal policies and socio-educational measures in the country.

         The project will mainly value the interinstitutional and coordinated work between the judicial and executive powers, empowering local managers through capacity building and transfer of work methodologies, always striving for the the sustainability of the actions developed.

         One of the actions foreseen in the project is the supporting of the National Justice Council (CNJ) in its actions aimed at the promotion of civil documentation of persons deprived of liberty, including biometric identification (fingerprint collection). The objective of the activity is to ensure the civil documentation of persons deprived of liberty, ensuring the enjoyment of rights conditioned to their civil identification. The present expression of interest shall be carried out in the context of this action.

Objectives and Scope

Objective: to provide equipment (hardware) and teams for the collection of biographical and biometric (fingerprints) data and image capturing via photograph of persons deprived of liberty (pre-trial detention or convicted) in approximately 1,450 criminal facilities in [1]all units of the Federation.

Scope: The hiring of outsourcing services (information technology equipment and hardware specific for fingerprint collection) with the employment of local teams to conduct biographical and biometric (fingerprints) data-gathering and still image capturing for the photographing of imprisoned persons (pre-trial detention or sentenced) in approximately 1,450 imprisonment facilities (prisons) located in all units of the federation.

Expected Components

- Rental of approximately 735 kits (notebooks + digital cameras + white panel/background + (specific fingerprint collection hardware)

- Provision of approximately 150 local registration and collection teams that will carry out the collection of biographical and biometric (fingerprints) data and the photographing of persons deprived of liberty (pre-trial detention or convicted) in approximately 1,450 criminal facilities (to be specified) in all units of the federation.

                        a) Collection team:

- 05 (five) professionals;

                        b) Minimum profile of the collection team professionals:

- Upper Secondary Education;

- Sufficient technical knowledge to handle the equipment and software to be used;

         Such equipment must be compatible with the data collection software to be indicated and will be gradually delivered to certain locations (in accordance with a schedule to be determined) in specific units of the federation from August of 2019 to February of 2020. Capacity building shall be offered at that time to indicated staff and collaborators for the proper installation and operation of the equipment delivered.

         The collection teams are schedule to be operational between September of 2019 and July of 2020, in accordance with a schedule to be determined.

Special conditions and Additional Information

         In order to be considered a potential supplier, the company must submit an expression of interest including the following information:

  • Short presentation of the institution, including number of employees, business years, turnover, etc.
  • List of qualifications demonstrating their ability to participate in the future bidding process including information about previous experiences that relate to the above-mentioned object.
  • Contact information (Social reason, full address, telephone and fax numbers, e-mail address and website link, contact person).
  • Indication of possible participation in joint ventures, with indication of areas and companies to be involved in those ventures.

      

         The expression of interest accompanied by supporting documents shall be delivered to the address below (Casa da ONU) by March 28th of 2019.          This Expression of Interest Notice does not constitute a Proposal Request. No further details or information about the request may be made available prior to the issuing of the Public Notice.

         Should the supplier be unable to submit an Expression of Interest including all the services object of this document (outsourcing and local teams), it may present documentation containing only part of the services and express possible interest in participating in joint ventures.

         The submission of an Expression of Interest does not automatically guarantee the inclusion of the institution in the future bidding process.

However, this number is approximated, considering that it is possible that there may be slight variations.
