The United Nations Development Program – UNDP in Brazil hereby invites qualified companies to submit their expression of interest in taking part of a procurement process, as described below:
General Objectives
Elaboration of studies and surveys focused on the analysis of alternatives for public transport of passengers between Brasília-DF and the municipalities of Luziânia, Valparaíso de Goiás, Cidade Ocidental e Novo Gama and the development of a methodology for externalities assessment, as well as to provide specialized technical support, with knowledge transfer, in the structuration and operationalization process of projects and programs, aiming to provide support to the management and standardization of these activities of planning at Empresa de Planejamento e Logística - EPL.
Specific Goals
Specific Goal 1: Elaboration of studies of planning of transport systems with the goal to define the most proper configuration according to technical, economic, environmental and legal-institutional point of view for collective public passenger transport services between Brasília – DF and the municipalities of Luziânia, Valparaíso de Goiás, Cidade Ocidental and Novo Gama.
The first specific goal covers the technical studies and investigations framework, englobing different topics, such as: (i) characterization of the area to be studied and the current situation diagnostics; (ii) demand and revenues; (iii) socioenvironmental; (iv) socioeconomic; (v) functional project; (vi) costs and revenues; (vii) economic-financial modeling and to be granted; (viii) legal framework; and (ix) communication strategy for Project Disclosure.
Specific Goal 2: Development of a methodology to elaborate externalities assessment studies resulting from the implementation of railroad passenger transport service.
The second Specific Goal is composed of studies and technical investigations covering the following steps: (i) survey of methodologies for externalities assessment and socioeconomic benefits; (ii) definition of attributes and metrics; (iii) consolidate methodological proposition; (iv) methodological application; and (v) capacity building and training of EPL’s Technical Team.
The estimated time for the execution of the services is of 12 (twelve) months.
