Hankelepingu muudatus on tingitud hoolsale hankijale ettenägematutest asjaoludest. Pooltevaheline hankeleping on sõlmitud 6.1.2020, ehk perioodil, mil viiruse COVID-19 levik ja sellega kaasnevad ulatuslikud piirangud ei saanud olla hankijale ettenähtav asjaolu.
