Hangitavate teenuste üldine eesmärk on tagada tingimused Ukraina elanike andmetele lubamatu juurdepääsu nõuetekohaseks avastamiseks ja tõkestamiseks, korraldades andmesubjektidele viivitamatu teate juurdepääsu kohta infosüsteemides töödeldavatele andmetele (peamiselt avaliku halduse omandis olevatele ja hoitavatele riigi elektroonilise teabe ressurssidele).

Hanke objekt on lahendus, mis võimaldab selle omanikul koguda teavet isikuandmete subjektide isikuandmete töötlemise faktide kohta, isikuandmete subjektidel neid veebis vaadata ja kõigil isikuandmeid töötlevatel organisatsioonidel sellist teavet lahenduse tööriistade abil omanikule edastada.

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee (Art. 43(1)(c) of Directive 2014/23/EU, Art. 72(1)(c) of Directive 2014/24/EU, Art. 89(1)(c) of Directive 2014/25/EU)

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

The amendment is justified also according to Estonian legislation (EPPA § 123 subclause 1 pt 4), as the circumstances that caused the need for this amendment, were unforeseeable to a diligent contracting authority and the overall nature of the public contract is not altered. Contracting authority could not foresee the state of war in force since 24.02.2022.
