Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

Kuna PKT meetme järgmise perioodi finantseerimise otsused on riigi tasemel kinnitamata, on viivituses ka Sotsiaalkindlustusameti poolt perioodi 2022 riigihanke väljakuulutamine. On ilmne, et tellija ei jõua 2022. aasta alguseks läbi viia uut riigihanget ega sõlmida hankelepinguid. Teenuse sihtgrupi eripärast tulenevalt on vaja tagada teenuse katkematu osutamine kõikides hanke piirkondades. Lepingu objektiks olev kaitstud töö teenus on olemuselt katkematu ning teenuse eesmärgi saavutamiseks on oluline, et teenusel viibivad isikud saaksid läbida kõik teenuse etapid ettenähtud mahus ja järjekorras katkematult.
