EVALUATION OF THE HUMANITARIAN WASH RESPONSE OF UNICEF IRAQ

 

Introduction
The Country Office of United Nations Children’s’ Fund (UNICEF) in Iraq is looking for an interested and qualified consultancy firm to carry out an evaluation of the humanitarian WASH response of UNICEF in Iraq between 2016 and 2020. The humanitarian WASH response has contributed to a significant part of UNICEF support in Iraq to the humanitarian situations over the past 5 years, supporting children and the families of refugees, IDPs, returnees and host-communities across the country.

The purpose of the evaluation is to inform decision-making on strategic and programme level, to fill knowledge gaps and contribute to learning by UNICEF and its partners and to support UNICEF’s accountability commitments.

The evaluation will be both summative and formative.

 

Objectives of the Evaluation

The evaluation’s insights and recommendations will focus on the relevance, quality and performance of programming and implementation in complex, protracted emergencies; on the nexus/linkages made between the humanitarian and development approach; on the instruments, mechanisms, and human capacities to apply adaptive management during the implementation and to fulfill the accountability commitments; and on innovations and good practices in the response and their potential for scaling-up or replication. 

 

 

General Requirements:

  1. Short narrative description (2 pages max.) of the bidding institution’s experience and capacity in the following areas, including a list of relevant assignments:
  • Programme evaluations conducted in the Middle East
  • WASH in emergencies related assignments
  • Capacity to mobilize local partners/consultants in Iraq, and to conduct evaluations under covid-19 restrictions whereby part of the team might need to work remotely only
  • Capacity of the company to provide back-office services and to assure the quality of an evaluation process and evaluation deliverables
  • List of relevant past or on-going assignments (at least 3) carried out in the past 6 years with following information: Title of the assignment, start date – end date and country(ies) of assignment, client’s name and contacts, approx. contract value in USD, name of key experts mobilized for the assignment, links to full reports (or full reports in attachment) if public. UNICEF may contact reference persons for feedback on services provided
