Developed in close coordination with the Economic Development Council and the Belize Infrastructure Limited, the project will aim to: (i) build capacity for public and private institutions to effectively plan and implement policy initiatives to improve the service quality and efficiency of public transport; (ii) make the public transportation services more efficient through the design of a bus routing, scheduling and ticketing system, improved terminal facilities and an improved bus fleet with the necessary regulations and standards for the sector. The consulting services (“the Services”) includes an Expert Transportation Reform Consultant to be filled by an Individual International Consultant. The key component of the consultancy is to provide expert advice and direction to the Transport Planning and Project Unit (TPPU) during the execution of the Public Transport Reform Project of Belize. Objectives: The Expert Transportation Reform Consultant shall provide remote intermittent professional services to the TPPU. He/she will provide expert advice to the TPPU as it relates to the outputs and recommendations provided by the consultancy firms for; Policy and Legal Review and Update. This consultancy will focus on a technical study for an in-depth policy, legal and legislative review and update. Public Ground Transportation Routing, Scheduling and Ticketing System. This consultancy will include the preparation of a bus routing design for the country that will entail the collection of data on passenger demand, origin and destination, existing bus routes and schedules, and operators. The Ministry of Public Utilities, Energy & Logistics now invites eligible Consultants to indicate their interest in providing the services. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Individual Consultants will be selected in accordance with the procedures set out in the Inter-American Development Bank: Policies for the Selection and Contracting of Consultants financed by the Inter- American Development Bank GN-2350-15 and is open to all eligible international Individual Consultants as defined in the policies.
