Purpose: This is a  Federal Aviation Administration (FAA) Screening Information Request (SIR) / Request for Proposal (RFP). The FAA has a requirement for industry certified SmartStruxure Building Automation System (BAS) virtual and onsite training workshops for FAA personnel.

There are primarily two types of Building Automation Systems (BAS) installed in the National Airspace System (NAS), which includes  INet and SmartStruxure.  The BAS monitors the power systems and environmental controls for the facilities that it is installed in.  The power systems include commercial, back-up and emergency systems.  The environmental controls include boilers, chillers, HVAC systems, air handlers, and cooling towers.  Building Automation Systems allow a facility’s power system watch-stander to monitor all systems from a single location.

Scope of Effort:

The FAA estimates a minimum of 315 and a maximum of 1259 employees will require industry certified SmartStruxure Building Automation Systems (BAS) training for FAA site technicians, Technical Services Operations Group (TSOG), Operations Engineering Support Group (OESG), Second Level Engineering, and Engineering Service employees that operate, maintain, and support NAS facilities.

Contract Type and Period of Performance:

This is an unrestricted, full and open competition. The North American Industry Classification System (NAICS) code for this effort is 611513 -- Apprenticeship Training with a small business size standard of $7.5M. The FAA intends to award one Indefinite Delivery / Indefinite Quantity contract with a one year base and four, one year options.

Instructions to Offerors: Date, Time and Email Address for Proposal Submissions

Proposals must be received by the FAA on 08/15/2021 no later than 4:30 pm Eastern Time through secure electronic submission to Contracting Officer Robert C.Taylor II at [email protected]. All SIR/RFP Amendments issued, if any, must be signed and submitted with the Offerors proposal. Offerors assume full responsibility of ensuring that proposals are received at the email address and by the date and time specified above. Mailed or Facsimile submittals of proposals will not be accepted.

This SIR/RFP announcement is providing attachments 693KA8-21-R-00013 Sections A through I and K through M. There are no Section J attachments.

Basis of Award:

The FAA intends to award one contract to the Offeror whose proposal reflects the Best Value.  Best Value represents the solution that is the most advantageous to the Government based on the evaluation of the Offeror's SIR Price and Technical and Past Performance Volumes based on the criteria set forth in SIR Section M.

Offerors submitting Proprietary Information must label these materials as Source Selection Sensitive.

The Government is not liable for costs associated with inquiries or responses to this announcement.
