The Government of Pakistan has received financing from the International Development Association (IDA) toward the cost of Temporarily Displaced Persons- Emergency Recovery Project (TDP-ERP) and intends to apply part of the proceeds for consulting services, which shall be implemented by the Project Management Unit (PMU), Economic Affairs Division (EAD).

The consulting services (“the Services”) include Mobilization and Public Information Campaign.  Economic Affairs Division (EAD) being an apex body intends to design and implement a comprehensive communication, beneficiary outreach and mobilization strategy. This also includes dissemination of appropriate message to appropriate audience through appropriate medium. To this end, the services of a communication and outreach firm are required to  generate public awareness, provide Temporarily Displaced Families & other people living in affected areas with information on Livelihood Support Grant (LSG), Child Wellness Grant (CWG), Payment Process, Payment Access, Amount & Frequency of Payments, Conditionality and its compliance, Use of ATM, Grievance Redress Mechanism, and about other salient aspects of the Program including campaigns for child health services (awareness sessions and vaccinations) through the entire project duration. In addition to above the firm will be responsible to educate and mobilize local population (both male and female) for the uptake of vital services like CNIC, CRC, NICOP, e-Sahulat, Marriage, Birth, Divorce and Death Certificate facilities by NADRA, Local Govt and other stakeholders.

The services of consulting firm shall be hired for seven districts of erstwhile FATA including South Waziristan, North Waziristan, Khyber, Khuram, Orakzai, Mohmand and Bajaur and 4x districts of Khyber Pakhtunkhwa including Dera Ismail Khan, Tank, Bannu and Laki Marwat. In this regard, 43 Citizen Facilitation Centers have been established in the area which provide services to beneficiaries of the affected districts.

The Economic Affairs Division being an apex body invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services in above mentioned 11 districts of Khyber Pakhtunkhwa. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The services of consulting firm will be required /hired to design and implement a comprehensive communication, beneficiary outreach and mobilization strategy in all selected districts.  The short listing criteria are: (i) Demonstrated experience of more than 10 years in community outreach and mobilization. (ii) Prior experience of working on development issues and launching beneficiary outreach/community mobilization campaigns, preferably in support of cash grant programs. (iii) Availability of appropriate skills and staff, which may include social mobilization, design and delivery of communication material and mobilization campaigns for a diverse local audience to demonstrate that the company is qualified to perform the services. (iv) Capacity to produce a series of strong visual-based print and electronic material for beneficiaries and information-based material for stakeholders, including innovative use of ICTs such as SMS and real-time IVR communication through mobile phones. (v) Local capacity (preferably having presence in erstwhile FATA/ Khyber Pakhtunkhwa) to analyze and understand ground realities in the field to make communications messages and mobilization campaign responsive and relevant to local value systems. (vi) Expertise in media management, media linkages and PR.

The selected firm has to present NOC for newly merged district of KP within sixty days of contract award and if awarded firm is unable to provide the NOC, the implementing agency has the authority to award contract to second shortlisted firm and similarly even to the third firm.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection Method (QCBS) method set out in the Procurement Regulations.
