  REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES)   Ministry of Agriculture, Ethiopia, Drought Resilience & Sustainable Livelihood Program (DRSLP-I &-II)     Financing Agreement reference: 2100150028344 Project ID No.: P-Z1-AAZ-013   1.  The Government of Ethiopia (hereinafter called “Borrower” has received financing from the African Development Fund in the form of a “loan” toward the cost of the Drought Resilience & Sustainable Livelihood Program (DRSLP) – Ethiopia Project, and intends to apply part of the agreed amount for this loan to payments under the contract to Recruit a Consultant for Final Project Evaluation and Impact Assessments.       DRSLP is under implementation covering 30 woredas (9 woredas of Somali, 6 woredas in Afar region, 8 woredas of Oromia and 7 woredas of SNNPR) focusing on Natural Resource Management among which the provision of drinking water for the benefits of human and livestock, pasture development, improved access to livestock facilities, livelihood diversification of pastoral community and capacity building at all levels of the project implementation down to the community.   2. The services included under this project are as follows.   The main objective of the assignment is to undertake an end of project evaluation for DRSLP I & DRSLP II, in which the implementation process, the outputs and outcomes attained under the different components and effectiveness of the project towards the attainment of the anticipated Project Development Objective (PDO), will be critically reviewed, analysed and documented.   The assignment will be to conduct a detailed assessment, critical analysis and preparation of comprehensive report on the results achieved, impacts and sustainability of the project.   The consulting firm will also suggest strategic and operational recommendations that can be used to inform the design of next phase of the DRSLP and other similar projects or programs.   3. The Ministry of Agriculture now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.   4. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants”, August 2020, which is available on the Bank’s website at http://www.afdb.org.   5.
