Multiple mode high speed atomic force microscope
VTT has made a careful market survey by using direct contacts to the potential suppliers during April 2021 – October 2021. The information request was published in TED on 14 October 2021 with the reference number 2021/S 201-521705.
The reason for direct purchase in this case is that according to the careful market survey and VTT’s analysis, only Oxford Instruments GmbH is able to supply an atomic force microscope equipped with a fully accessible 200mm stage without rotation, the level of motorization and automation, a fast tapping mode with clean stable cantilever excitation spectrum in a package that meets or exceed all other requirements as VTT needs in its projects.
Section IV: Procedure
Only a certain supplier can implement the procurement for a technical reason, or for a reason related to protecting an exclusive right; it shall be a further condition that there are no reasonable alternatives or substitute solutions, and that the absence of competition is not due to an artificial narrowing of the terms and conditions of the procurement.
