Request for Information (RFI) for the e-library services solution in Finland
This material provides information for RFI participants about the goals and requirements for the procurement of a new nationwide e-library services platform in Finland. The goal of the RFI is to obtain sufficient information regarding possible solutions, so that a potential procurement procedure can be carried out as efficiently as possible.
The purpose of this document is to provide information for vendors to help them understand the scope of the e-library services platform, its target architecture (e-library services technology architecture) and the main drivers of the libraries. Suppliers are advised that this document is not an invitation to tender but a preliminary market consultation. The contracting authority is under no obligation to carry out a procurement. Any decisions concerning the commencement of the actual procurement process will be made according to the results of this RFI.
The attached target architecture document describes the desired architecture, roles and use cases.
The architecture is divided into three different parts: the Presentation Platform, the Content Platform(s), and the Nationwide Library Login and Identification System.
The supplier may propose a solution covering a single part of the target architecture or a solution covering multiple parts of it. The supplier is expected to identify and explicitly state in their response which parts of the target architecture their proposal covers.
The generic system requirements presented in the target architecture document only contain the what- and why-type requirements. The supplier is expected to state how they would fulfil the requirements.
This RFI round may be followed by a live one-on-one Q&A between the contracting authority and each supplier, where both parties can ask each other questions regarding the RFI materials or provide answers about the RFI.
Participating in this RFI is non-binding towards either party. Suppliers are not entitled to compensation for participation. After the RFI, the contracting authority may issue an invitation to tender in accordance with the Finnish Act on Public Procurement and Concession Contracts (1397/2016). Only tenders submitted in the formal procurement procedure are binding.
The non-functional requirements below are of high priority, and, therefore, are presented in this introduction instead of the target architecture document.
Localisation
The Presentation Platform should be localised into four different languages: Finnish, Swedish, Sámi and English. The Content Platform can be either provided in Finnish, English or both. This means that in addition to the user interface, the help and info materials should also be available in these languages as well.
Legislation
All the digital platforms and solutions provided are subject to EU accessibility legislation.
The Presentation Platform and Nationwide Library Login and Identification System are subject to the EU GDPR.

The supplier may participate in this RFI by submitting their proposed solution in accordance to the requirements specified in Appendix 1. Additionally the supplier is requested to submit their answers to the questions in Appendix 1.
