Warrington Housing Association invites proposals from tenderer's for the provision of an integrated housing and financial management solution, with related services. The solution will incorporate a number of key features as detailed in the overview document. WHA is seeking to work with a single software supplier, but will also consider a consortium offer if it can be demonstrated that the key business processes are supported. The prospective software supplier must possess a proven track record and demonstrable experience of delivering software solutions as well as similar products and services to other housing associations and RSL's of similar size.

II.2.4)Description of the procurement:

Warrington Housing Association (hereinafter referred to as WHA) is a Housing Association managing social housing in the Warrington Unitary Area. It is based in The Gateway, Warrington, a historic building that the association refurbished, as a community space, in 2004. Circa 1 900 homes are managed along with a small portfolio of accommodation for charities and other organisations in The Gateway and open plan land. WHA have around 50 staff/users. WHA operate a home improvement agency. Warrington Home Information and Improvement Agency (WHiA), is a non-profit advisory service for older, disabled or vulnerable people and families on low incomes who own their own homes or live in private rented accommodation and wish to repair, improve or adapt their homes. WHA is looking for a single primary supplier, to provide, design and implement a fully integrated specialist housing management and finance ledger software solution. The PIN exercise will seek to identify a solution which can provide system capability, usability, and integration across the whole organisation as well as providing accurate timely accessible information.

WHA will also consider a consortium offer if it can be demonstrated that the key business processes are supported. The prospective software supplier should possess a proven track record and demonstrable experience of delivering software solutions as well as similar products and services to other RSL’s and housing associations of similar size.
