VII.1.4)Description of the procurement:

Oulun kaupungin hyvinvointipalvelut jatkaa 31.12.2021 päättyviä viidellä kuukaudella sopimuksia Covid -19 näytteenotto -hankintaan liittyen.

Oulun alue siirtyi yllättäen Covid -19 viruksen leviämisvaiheesta kiihtymisvaiheeseen eikä näin suureen näytteidenottomäärään tässä vaiheessa rokotustilannetta osattu aiemmin hankintaa kilpailuttaessa varautua.

Alkuperäinen hankinnan arvo oli 4,3 M€ ja tähän mennessä käytetty 1,204 M€. Alkuperäistä hankinnan arvoa ei muuteta.

Hankintalain 136 §:n 2 momentin 3 alakohdan mukaan on sallittu sopimusmuutos, jonka tarve johtuu em. lainkohdassa todetulla tavalla ”olosuhteista, joita huolellinen hankintayksikkö ei ole voinut ennakoida eikä muutos vaikuta hankintasopimuksen yleiseen luonteeseen”.

Hankinta tullaan kilpailuttamaan vuoden 2022 alusta ja nykyisiä sopimuksia jatketaan siksi ajaksi, että saadaan uudet kilpailutetut sopimukset voimaan.
