REQUEST FOR EXPRESSIONS OF INTEREST CONSULTING SERVICES Institution: Inter-American Development Bank Country: The Bahamas Project: 3499/OC-BH Citizen Security and Justice Programme Sector: Social Investment Abstract: A Firm to provide a customized Learning Management System (LMS) and develop eLearning Content for Multi-Generational Beneficiaries for exclusive use by CSJP under its Revive Academy brand Loan/Credit/Grant No.: BH-L1033 Contract/Bid No.: SEPA No. Deadline: May 26th 2021   The Ministry of Finance of the Commonwealth of The Bahamas has received financing from the Inter-American Development Bank (IDB), toward the cost of the Citizen Security and Justice Programme, and intends to apply part of the proceeds for consulting services. The overall objective of this consultancy is to i) expand the existing paper-based Healthy Relationship Curriculum Aid into a full eLearning curriculum, and ii) transform the paper-based Crime and Violence, Soft Skills, Numeracy and Literacy, Production and Trades and Sales and Service Curricula into an eBased/Digitized Interactive Format that enables self-learning while supporting the use of a blended learning modality where applicable. They should be designed as modules with tests and user tracking, multimedia content (pictures, animations, videos) and should be based on edutainment, gamification and interactive learning. It is important that these programmes can be assessed anywhere in the country through mediums whose User Interface (UI) and experience considers the needs of a multi-generational audience. Where possible, working directly with firms that designed, delivered and measured the efficacy of paper-based content and considering the functions and capability of the selected Learning Management System, this consultancy seeks to ensure that learning content remains portable, interactive, and accessible to multi-generational users. Content design should be consistent and reliable and geared toward an efficient, effective, appealing, engaging and inspiring acquisition of knowledge. The LMS developed must be a viable, comprehensive eLearning platform (which have capabilities including and not limited to fully integrated video conferencing, breakout rooms, discussion boards, and chats which provide a seamless learning experience for the user).   Firms that express an interest will evaluated based on their ability to: • demonstrate at least five (5) years professional experience with demonstrated competence in developing eLearning content for multi-generational beneficiaries • demonstrate at least five (5) years professional experience with demonstrated competence in designing and developing integrated Learning Management Systems • demonstrate at least five (5) years professional experience with demonstrated competence in managing projects with prominent multi-media and graphic design components • provide three (3) samples and visual walkthroughs of prior projects • demonstrate experience in facilitation and train-the-trainer programme delivery • demonstrate experience developing training and orientation courses and ancillary material on LMS portal navigation • demonstrate knowledge and skill in managing learning projects requiring experience working with a wide range of interagency stakeholders and focal point team members from various ministries departments and agencies, Governmental organizations, international organizations and small island nations.   The Ministry of National Security now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.   According to paragraph 2.6 of the Procurement Policies, the PEU intends to short list six eligible firms with first consideration being given to firms expressing interest that possess the relevant qualification. Shortlist will be comprised with a wide geographic spread. Consultants will be selected in accordance with the procedures set out in the Inter-American Development Bank: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-15 and is open to all eligible bidders as defined in the policies.   Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
