ASSIGNMENT TITLE: Contracting Specialized Consultants for the Preparation of 24 (twenty-four)  Management Plans for Urban Parks in the city of Fortaleza-CE.

The MUNICIPALITY OF FORTALEZA has received funds from the World Bank toward the cost of the FORTALEZA SUSTAINABLE URBAN DEVELOPMENT PROJECT (FORTALEZA CIDADE SUSTENTÁVEL – FCS), of the Municipal Secretariat For Urban Development And Environment (Secretaria Municipal do Urbanismo e Meio Ambiente – SEUMA), and intends to apply part of the proceeds for consulting services, in compliance with the Procurement Regulations for Borrowers for Investment Project Finance Operations dated July 2016, revised in November 2017 and August 2018.

The consulting services include: the preparation of Management Plans will have as a premise the collective construction, supported by the broad participation of civil society, through specific instances. The preparing each management plan must follow previously established steps, with the presentation of the respective products, as described below: a) Step 1 – Planning; b) Step 2: Survey, Analysis and Diagnosis of the Area; c) Step 3 - Participative Zoning Workshops, and, d) Step 4 - Management and Regulation Instruments. The deadline of execution of the services and delivery of the products is 10 (ten) months, from the issuance of the Service Order.

The MUNICIPAL SECRETARIAT FOR URBAN DEVELOPMENT AND ENVIRONMENT (Secretaria Municipal do Urbanismo e Meio Ambiente – SEUMA), through of EXTRAORDINARY BIDDING COMMITTEE, now invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultants should provide information (portfolios, list of executed contracts and other similar documents) demonstrating that they have the required qualifications and relevant experience to elaboration of socio-environmental diagnoses of urban green areas, management and public use plans, business plans/economic sustainability of green areas in the last 10 ten years will be eligible to apply, baseline for the time frame, the opening date of the bidding process. Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III. Governance, paragraphs 3.14, 3.16 and 3.17 of the World Bank Procurement Regulations for IPF Borrowers dated July 2016, revised in November 2017 and August 2018. (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a Joint Venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the QUALITY-BASED AND COST-BASED SELECTION (SBCQ) method set out in the Procurement Regulations the World Bank.
