OJP is committed to advancing work that promotes civil rights and racial equity, increases access to justice, supports crime victims and individuals impacted by the justice system, strengthens community safety and protects the public from crime and evolving threats, and builds trust between law enforcement and the community. The Bureau of Justice Statistics (BJS) is seeking an applicant to support the fiscal year (FY) 2022 Survey of Inmates in Local Jails (SILJ): Pretest Sample Enhancement. The purpose of this project is to pretest the revised SILJ instrument. For nearly two years, the COVID-19 pandemic has led to delays in testing. Consequently, to maintain the current budget, several no-cost extensions were made and the sample size was reduced from the federally approved (OMB No. 1121-0339) 360 inmates in 10 local jails to 210 inmates in 6 jails. This enhancement will allow BJS to increase the maximum sample size back to 360 inmates in 10 local jails and extend the project period 15 months beyond the current end date of September 30, 2022. Statutory Authority: Under section 302 of the Omnibus Crime Control and Safe Streets Act, BJS is authorized to "make grants to or enter into cooperative agreements or contracts with public agencies, institutions of higher education, private organizations, or private individuals" for purposes of collecting and analyzing criminal justice statistics (34 U.S.C. § 10132(c)(1)).
