Support to Household-based Surveys at the national level using harmonized methodologies (b) and (c) Subcomponent 1.3. Support to the Core Set of Economic Statistics at national Level using harmonized methodologies Subcomponent 1.4. Support the modernization of the CPI at the national level using harmonized methodologies Subcomponent 1.5. Support the improvement of administrative and health Statistics Subcomponent 1.7. Enhanced data accessibility and dissemination Component 2: Country-Specific Component Sub-component 2.6. Sierra Leone:  Rehabilitation of Stats SL’s Physical Infrastructure Component 3: Project Management and Monitoring and Evaluation Grant Total   Component 1 Harmonized Core Economic Statistics This is the regional component of the project, where Sierra Leone is contributing to specific subcomponents with specific deliverables, with a budget of US$24.70 million. The objective of this component is to produce harmonized tools, collect a core set of social, economic, administrative and health statistics while improving their quality; disseminate and facilitate use of data and improving institutional environment at management level and improving human resource capacity. Subcomponent 1.2 Household surveys Sierra Leone will implement subcomponent 1.2 (b) and (c) with a total budget of US$8.50 million. Support shall be provided to Sierra Leone Statistics through this subcomponent to conduct the next round of: Sierra Leone Integrated Household Survey (SLIHS). The SLIHS is planned to take place in 2020 International and national consultants shall be recruited to lead the conduct of the survey and ensure that international best practices are observed. The Sierra Leone Mid-Term Census planned to take place in 2021. The project will support the population census mainly for cartography, data collection and analytical activities.  Component 2: Country-Specific Component Harmonized Core Economic Statistics This is the regional component of the project, where Sierra Leone is contributing to specific subcomponents with specific deliverables, with a budget of US$24.70 million. The objective of this component is to produce harmonized tools, collect a core set of social, economic, administrative and health statistics while improving their quality; disseminate and facilitate use of data and improving institutional environment at management level and improving human resource capacity Component 3 Project Management, Monitoring & Evaluation The objective of this component is to strengthen and develop the Stats SL capacity in project management, coordination, monitoring and evaluation (M&E), including preparation of all project documentation. The Institutional and Implementation Arrangements describes the institutional, administrative and implementation arrangements of the HISWA-SL project. It also provide a clear linkage between implementation arrangements and the financial management. The components will include the procurement of the following activities GOODS Procurement of Android Tablets for Cartographic Mappings Procurement of Plotters, Printers, Machine for Printing of IEC Materials, Book Binder & Embroidery machines with different sizes of flex banners Recruitment of a Consultant to Support CAP1, Tablets, Provisioning and Data Analysis Procurement of Mobile Network and Internet Services to Support Mid-Term Census and Installation of High-Speed Internet Services for six months Procurement of Servers Hardware (High Availability) windows servers, OS Microsoft, Clients Procurement of Station Wagon Procurement of ICT equipment including Laptops, Photocopier and External drives       CIVIL WORKS   Rehabilitation of Statistics Sierra Leone- Physical Infrastructure Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July2016 Revised November 2017 and August 2018) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
