The Government of Pakistan has applied for a Loan from the International Development Association (IDA) the World Bank in the amount of US$ 442 million equivalent, toward the cost of Punjab Rural Sustainable Water Supply and Sanitation Project, and it intends to apply part of the proceeds of this loan to payments for goods, works, related services, and consulting services to be procured under this project. 2. The Punjab Rural Sustainable Water Supply and Sanitation Project (PRSWSSP) aims to solve the issues faced by the citizens of rural Punjab due to lack to access to safe drinking water and sanitation services. The PRSWSSP aims to provide enhanced water supply and sanitations network and services to the citizens of rural Punjab in order to improve the life standards and decrease health issues that arise due to unsafe water. The Planning Commission’s Pakistan 2025: One Nation – One Vision, sets out clear goals to increase access to safe sanitation to 90 percent under Pillar I, and to provide clean drinking water for all Pakistanis under Pillar IV. The Punjab WASH Sector Development Plan (2014-24) commits the government to investment in sewerage and drainage with the objective of promoting safe sanitation in high open-defecation zones. The Punjab Growth Strategy 2023, under its strategy for Human Capital Formation, has a dedicated focus on Water, Sanitation, and Hygiene where it lays out six principles for water and sanitation services: recognizing water and sanitation as a fundamental right, inclusiveness, appropriate resource allocation, multi-sectoral approach, engagement of women and other vulnerable community groups, underpinning Sustainable Development Goals 2030. 3. Procurement for the proposed project will be carried out in accordance with the Procurement Regulations for Investment Project Financing (IPF) Borrowers (November, 2020) hereinafter referred to as “Procurement Regulations”. The project will be subject to the Bank’s Anticorruption Guidelines (2016, as amended from time to time). 4. Specific procurement notices for large-value consultants, works, goods and non-consulting service contracts will be subject to open international competitive procurement that will be announced, as they become available, in UN Development Business online, on the World Bank’s external website and Punjab Procurement Regulatory Authority’s website. 5.
