GENERAL PROCUREMENT NOTICE   Institution:       Inter-American Development Bank and the European Union Country:          BARBADOS Project:            SUSTAINABLE ENERGY INVESTMENT PROGRAM (SMART FUND II) Sector:             ENERGY Loan No.:        4865/OC-BA Non-reimbursable Financing Agreement No.:           GRT/ER-17578-BA Abstract:          The Goods, works, related services and consultancy services to be procured under the Sustainable Energy Investment Programme (Smart Fund II) i nclude, but are not limited to retrofitting of public buildings with energy efficient (EE) measures and renewable energy (RE) technologies; expansion of the electric vehicle fleet (buses, vans, cars) and; consultancies to build capacity of key stakeholders with responsibilities related to EE and RE development and implementation to ensure sustainability of the sector.   Abstract:                                 The Government of Barbados has received loan financing in the amount equivalent to thirty million United States dollars (US$30,000,000.00) from the Inter-American Development Bank (IDB) and gran t financing of thirteen million two hundred and sixty thousand Euros (€13,260,000) which is equivalent to fifteen million four hundred and sixty-three thousand one hundred and forty-two dollars and ten cents United States currency (US$15,463,142.10) [1] from the European Union and intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under the project, Sustainable Energy Investment Program (Smart Fund II).   The principal objective of this Program is to further reduce Barbados’s dependency on imported fossil fuels through the increased use of RE and EE technologies in order to decrease energy costs of the population; increase the country’s energy security; and increase local and global environmental sustainability.  This will be achieved by reducing emissions of polluting substances, particulate matter, and carbon dioxide (CO2) and other greenhouse gases (GHG). The above objectives will be achieved through investments in three Components: Component 1: Promoting EE and RE in Small and Medium Enterprises (USD13,113,822.14)- providing grants to finance the required pre-investment studies and pilots for EE and RE projects; finance loans to SMEs to implement selected EE and RE projects and finance A/C rebates for SMEs. Component 2: Promoting the adoption of Renewable Energy and Energy Efficiency within the Public Sector (USD28,379,971.62)- conducting p re-investment studies for government programs, implementing RE and EE Projects and expending electric mobility. Component 3: Capacity Building and Institutional Support (USD1,486,149.48)- enabling the successful implementation of the Program including public awareness and training, gender mainstreaming, and complementary EE and RE Studies. Procurement processes of contracts financed by the Inter-American Development Bank and the European Union will be conducted in accordance with the Policies for Procurement of Goods and Works financed by the Inter-American Development Bank (GN-2349-15) and is open to all eligible bidders as defined in the policies. Eligible bidders include national consultants, contractors and suppliers of member countries of the Inter-American Development Bank and the European Union. Consulting services will be selected and contracted in accordance with the Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank (GN-2350-15). Specific procurement notices for contracts to be bid under the Inter-American Development Bank’s International Competitive Bidding (ICB) procedures, will be published as they become available. For consulting services expected to cost an amount equivalent to two hundred thousand United States dollars (US$200,000.00) or more, a request for expressions of interest contracts will be advertised in UN Development Business, Inter-American Development Bank’s Web Site, the Ministry of Energy Small Business and Entrepreneurship’s Website at www. energy.gov.bb as well as the local newspaper.
