GENERAL PROCUREMENT NOTICE     COUNTRY:                            THE COOPERATIVE REPUBLIC OF GUYANA   PROJECT NAME:                 SUPPORT TO SAFETY NETS FOR VULNERABLE POPULATIONS AFFECTED BY CORONAVIRUS IN GUYANA   SECTOR:                                SOCIAL INVESTMENT – Component 1 EDUCATION- Component 2                                                   LOAN NO:                             (5180/BL-GY)   PROJECT NO.                       GY-L1077   GENERAL PROCUREMENT NOTICE   The Cooperative Republic of Guyana has received financing in the amount equivalent to US$30,400,000 (Thirty Million Four Hundred Thousand United States Dollars) from the Inter-American Development Bank (IDB), and it intends to apply the proceeds in two (2) Components, as follows:   COMPONENT 1: The Ministry of Human Services and Social Security (MHSSS) has received financing in the amount equivalent to US$15,200,000.00 (Fifteen Million Two Hundred Thousand United States Dollars) from the IDB and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under Component 1 – Protection using Existing Cash Transfer Programs. Bidding will be governed by the Inter-American Development Bank’s eligibility rules and policies.   The main objective of this component is to contribute to ensuring minimum levels of quality of life for vulnerable persons amid the crisis caused by COVID-19. This objective will be achieved through investments in the following areas: (i) Financing cash transfers and expansion of compensatory services using the platforms of existing cash transfer programs; (ii) Implementing a Public Awareness campaign about the program; (iii) Hiring and Training Case Workers for the Survivor Advocates Program within the MHSSS; and (iv) Establishing an Information System for the MHSSS for monitoring and evaluation of cash transfer programs.   The major Procurement activities under this component are: Recruitment of Thirty-five (35) Survivors advocates- Consultancy Development & Implementation of Public Awareness Campaign- Consultancy Procurement of Information System Software- Goods Procurement of Infrastructure for Information Systems- Goods Procurement of Office Equipment & Furniture- Goods   COMPONENT 2: The Ministry of Education (MoE) has received financing in the amount equivalent to US$15,200,000.00 (Fifteen Million Two Hundred Thousand United States Dollars) from the IDB and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under Component 2- Support for Educational Continuity in Vulnerable Populations.   Bidding will be governed by the Inter-American Development Bank’s eligibility rules and policies.   The main objective of this component is to preserve the human capital of those affected by the COVID-19 crisis by mitigating the effects of school closures during the COVID-19 pandemic and prepare for their reopening. This objective will be achieved through investments in the following four (4) sub components: (i) Development of Educational Resources for Radio and Television for those students in the hinterland and riverine areas that face challenges of low internet connectivity. (ii) Supply and Delivery of Pedagogical Materials including textbooks and curriculum guides to all students in primary and secondary schools in the hinterland and riverine regions of Guyana in order to support their learning experiences. (iii) Water Supply Improvement Solution by ensuring access to potable water for schools and dorm schools under the Ministry of Education’s purview that serve vulnerable students in the hinterland, riverine, and rural coastal communities. (iv) Student Loan Relief Student loan relief will be financed for students at the University of Guyana; this will reduce their debt obligation and enable them to continue their studies without interruption.   The major procurement activities under this component are: Textbooks (Primary & Secondary)- Goods Development of Educational content for TV and Radio – Consulting Firms Printing of Worksheets for Radio- Non-Consulting Services Atmospheric condensation pilot – Consulting Firms     All procurement processes of contracts financed by the Inter-American Development Bank will be conducted in accordance with the Policies for the Procurement of Goods and Works financed by the Inter-American Development Bank (GN-2349-15) and are open to all eligible bidders as defined in the policies. Consulting services will be selected and contracted in accordance with the Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank (GN-2350-15).   Specific procurement notices for contracts to be bid under the Inter-American Development Bank’s international competitive bidding (ICB) procedures, will be published as they become available. For consulting services expected to cost an amount equivalent to US $200.000 or more, a request for expressions of interest will be advertised in UN Development Business and Inter-American Development Bank’s Web Site, and may also be published on respective Ministry websites as needed.
