Die Bauleistungen waren in den ursprünglichen Vergabeunterlagen nicht vorgesehen, zusätzliche Bauleistungen wurden erst während der Bauausführung bekannt (Bauen im Bestand). Der Wechsel des Auftragnehmers konnte aus wirtschaftlichen Gründen nicht erfolgen und wäre mit erheblichen Zusatzkosten verbunden.
