Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Mehraufwendungen in der Projektabwicklung aufgrund weiterer Verzögerungen im Bauablauf und Änderung/Erweiterung der Aufgabenstellung, die nicht durch den AN verschuldet wurden. Hierdurch hat sich der Aufwand für die Erbringung der vertraglich geschuldeten Leistungen erhöht. Mehraufwand aufgrund der zusätzlichen Leistungen die im Projekt Umbau Bahnhof Niedernhausen entstanden sind, welche ursprünglich nicht vorhersehbar waren.

Der AN ist grundlegend mit der Projektsteuerung in den erforderlichen Leistungsstufen sowei Handlungsfeldern beauftragt. Es handelt sich hier um eine Erweiterung des bisherigen Leistungs-Solls. Aufgrund des zeitlich kritischen Bauablaufs ist es nicht möglich die Projektsteuerungsleistungen neu auszuschreiben.

Die erneute Vergabe der Projektsteuerungsleistung an einen neuen Auftragnehmer würde zu erheblichen Verzögerungen und Mehrkosten im Bauprozess führen.
