Das Bundesministerium für Bildung und Forschung fördert beim Deutschen Studentenwerk e.V. drei sogenannte Informations-, Beratungs- und Servicestellen mit verschiedenen Schwertpunkten. Aufgabe dieser drei Stellen ist es, die Situation von beeinträchtigten Studierenden, internationalen Studierenden und Studierenden mit Familienaufgaben in den Blick zu nehmen und die Schaffung geeignete Rahmenbedingungen für diese Zielgruppe zu unterstützten. Ziel der Ausschreibung ist die Durchführung einer Evaluation aller drei Stellen unter Berücksichtigung ihrer jeweiligen Besonderheiten und die Erstellung von Handlungsempfehlungen für eine künftige Förderung.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Die Änderung im Sinne des Auftragsgebers ist erforderlich, da im Rahmen der Explorationsphase und durch weitergehende Recherchen während der Evaluation festgestellt wurde, dass durch das ursprüngliche Konzept nicht alle Perspektiven der relevanten Akteure berücksichtigt werden können. Aufgrund des aktuellen Kenntnisstands ist eine Ausweitung des Konzepts notwendig geworden, um das verfolgte Ergebnis der Evaluation zu erreichen. In der ursprünglichen Leistungsbeschreibung wurde das mit der Evaluation verfolgte Ziel beschrieben, konkrete Vorgaben zur Durchführung des Verfahrens wurden bewusst nicht entwickelt, damit der spätere Auftragnehmer diese auf Basis seiner fachlichen Expertise festlegen kann. Durch die erforderlich gewordenen zusätzlichen Leistungen verlängert sich der Vertrag um insgesamt sechs Wochen, da die Projektteams für die beiden Dienstleistungen nicht um weitere Personen erweitert werden können und die Berichtserstellung und -abnahme in der Sommerurlaubszeit erfolgen muss (Vertragsende 15.08.2022 statt 30.06.2022). Die zusätzlichen Leistungen stehen jedoch im unmittelbaren Zusammenhang mit den bereits vergebenen Leistungen. Daher kommt eine Neuausschreibung der zusätzlichen Leistungen aus wirtschaftlichen Gründen nicht in Betracht.
