Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Die Lieferung und Montage einer Steighilfe sind erforderlich geworden um die Kriterien der Instandhaltung und der Arbeitssicherheit einzuhalten. Die Einhaltung dieser Punkte sind zwingend und damit zu Erfüllung des Vertrages unverzichtbar. Der AN hat bereits mit der Ausführung begonnen und eine künstliche Aufspaltung der einheitlichen Leistung wäre hier schwer möglich. Darüber hinaus ist die hier angebotene Leistung im Rahmen des bestehenden Ablaufes einzugliedern, die durch einen zweiten AN schwer umsetzbar ist. Beträchtliche Zusatzkosten würden entstehen, weil honorarmindernde Faktoren, wie z. B. Wiederholungsfaktoren bei einer getrennten Vergabe nicht in Ansatz gebracht werden können.
