Bei Auftragnehmerwechsel hat dieser sich komplett neu in das Projektgeschehen einzuarbeiten wodurch Zeit und zusätzliche Planungskosten entstünden die ohne Synergieeffekte erfolgen würden. Darüber hinaus kämen durch die Steuerung mehrerer Planungsbeteiligter zusätzliche Koordinierungskosten auf das Projekt zu.
