Der zusätzliche Bz 1.5.1a ist für die Stilllegung der W38 zwingend erforderlich. Ein Wechsel des AN ist nicht möglich, da diePT1-Planung vertraglicher Leistungsbestandteil ist. Die Änderungsleistung würde dazu führen, dass eine eindeutige Zuordnungetwaiger Mängel nicht mehr möglich wäre. Eine verspätete IBN des Bz 1.5.1a würde zu erheblichen Verzögerungen im Bauablaufführen und somit zu Mehrkosten.
