Änderungen der Arbeiten wurden erst im Zuge der Ausführungsplanung ersichtlich. Ein Wechsel des AN bedeutet den Eingriff in einen komplexen Bauprozess für eine minimale Teilleistung und wäre mit erheblichen Verzögerungen im weiteren Bauablauf verbunden.

Die Verantwortung für die Teilleistung muss vollständig bei Strabag Rail verbleiben, da sonst Gefahren aus Zusatzkosten durch Bauablaufstörungen drohen.
