Aufgrund von noch laufenden Bauarbeiten und betrieblichen Rahmenbedingungen ist ein erhöhter Bedarf an Sicherung erforderlich. Die

geplante Inbetriebnahme kann nicht zum angesetzten Termin durchgeführt werden, sodass eine Mengenmehrung entstanden ist. Der Einsatz eines einzelnen Sicherungsunternehmens wird von der BzS gefordert und gibt das Regelwerk von der Deutschen Bahn vor, so das der Auftragnehmerwechsel aus technischen Gründen verhindert wird.
