Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Die weitere Beauftragung das Sicherungsfirma für die o. g. zusätzliche Leistungen ist wirtschaftlich und projektspezifisch sinnvoll und notwendig, da die Fa. NWS als aktuelle Sicherungsfirma dieses Verfahren ist und als Sicherungsverantwortlicher gegenüber Anlagenverantwortlicher und sämtliche Behörde gelten. Eine weitere Beauftragung der NWS würde es bedeuten, dass die Kosten des Bauvorhabens bzgl. Material, Personal, Absage von genehmigten Speerpausen und Bauzeitverlängerungen und sonstiges unterdrückt werden könnten. Außerdem verfügt das Sicherungsfirma NWS über allen erforderlichen und umfangreichen Grundlagen (im Sinne von Dokumentation, Abstimmungen mit Betrieb und Produktionsdurchführung und sonstige Unterlagen an Behörden) um keine weitere betriebliche Einschränkung zu verursachen. Unter diese Umstände wäre ein Wechsel des AN nicht zielführend aufgrund der notwendigen aufwändigen Zeit von Einarbeitungszeit und Übertragung von Dokumentation und Kenntnisse. Die weitere Beauftragung das Sicherungsfirma für die o. g. zusätzliche Leistungen ist aus technischem Grunde sinnvoll und notwendig, da die Fa. NWS als aktuelle Sicherungsfirma dieses Verfahren ist und als Sicherungsverantwortlicher gegenüber Anlagenverantwortlicher und sämtliche Behörde gelten. Außerdem verfügt das Sicherungsfirma NWS über allen erforderlichen und umfangreichen Grundlagen (im Sinne von Dokumentation, Abstimmungen mit Betrieb und Produktionsdurchführung, Ortskenntnis und sonstige Unterlagen an Behörden) um keine weitere betriebliche Einschränkung und Verzögerung der Bauzeit zu verursachen. Da das Sicherungsfirma NWS in allem betrieblichen Stellen von DB und Eisenbahn Bundesamt als Sicherungsfirma angemeldet und eingewiesen sind, wäre ein wechseln des AN’s ohne weitere betriebliche Einschränkung, erhebliche Kosten und Abweichungen der Zeitschiene zu verursachen nicht zu empfehlen. Grund dafür ist die sehr umfangreiche und aufwändige Zeitanspruch für die Änderung/Anpassung der Dokumentation bei DB Netz und verschieden Stellen von Behörden und die örtliche Einweisung des BÜB/SiGeKo.
