Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Zum 02.03.2021 erfolgte eine Änderung der Richtlinie LEADER und CLLD im Abschnitt 2 Teil A, Punkt 4.5 bbb), wonach eine Verlängerung des LEADER-Managements bis 2022 unter Einhaltung der vergaberechtlichen Bestimmungen möglich ist. Zur abschließenden Umsetzung der Lokalen Entwicklungsstrategie der LEADER Aktionsgruppe Mansfeld-Südharz in der Förderperiode bis zum 31.12.2022 ist die weitere Arbeit des LEADER-Managements unbedingt erforderlich. Die Vertragsänderung/ -verlängerung mit dem bisherigen LEADER-Management Mansfeld EUREGIO – Gesellschaft für Regionalentwicklung e.V. erfolgte gemäß § 132 Abs. 2 Nr. 3 GWB ohne Durchführung eines neuen Vergabeverfahrens, da mit der Änderung der Richtlinie LEADER und CLLD im März 2021 ein Umstand eingetreten ist, der für den Landkreis Mansfeld- Südharz nicht vorhersehbar war. Bedingt durch die Coronapandemie (unvorhersehbar) kam es beispielsweise zur Verlängerung der Projektlaufzeiten und damit zu verbundenen Einschränkungen.
