BACKGROUND

Between 2014 and 2020, the WHO Western Pacific Global Health Learning Centre (GHLC) trained 127 fellows (115 government officials and 12 WHO National Professional Officers or NPO's) from 14 countries.  Upon completion of GHLC training, fellows are expected to return services to their country’s health systems and contribute to regional and global health dialogs. They accomplish this through developing a concept note for a project with technical mentorship by WHO officers that they intend to implement upon returning to their countries.  They also attend participatory learnings by WHO personnel including past and current Regional Directors.  In 2019, under the leadership of Dr Takeshi Kasai, the current Regional Director, the Programme was aligned with the Regional shared vision “For the Future”.

After graduating, GHLC alumni are often encountered or met in their countries who act as “ambassadors” or champions for WHO as GHLC enabled them to quickly rise within government and possess deep understanding about their country’s health system and WHO. However, they have never been systematically followed up to understand how they applied their learned knowledge and skills they gained from GHLC training. This work aims to gather information from GHLC alumni and obtain feedback from them.This information that will be collected will be used to contribute to the design of future GHLC training, enable fellows' lifelong learning and encourage more engagement with WHO.

The Maternal Child Health and Quality Safety (MCQ) Team of the WHO Regional Office for the Western Pacific (WPRO) which oversees the GHLC programme aims to establish a regional GHLC alumni network with active participation of alumni fellows in peer learning, experience sharing, feedback on how GHLC has helped them and ways to improve the GHLC programme.

As the first steps, the MCQ Team will conduct a tracer study (online survey and informant interviews) to engage the alumni and document their experiences, learning and perspectives on how GHLC has helped them in contributing to regional and global health.

For this initial phase, the tracer study expects to engage GHLC alumni in two countries – China and Samoa.

 

PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY

Under the guidance of the Coordinator, and the Technical Officer (Education and Capacity Building), Maternal Child Health and Quality Safety (MCQ) Team of the WHO Regional Office for the Western Pacific (WPRO), the contractual partner will provide support to the following:

  1. To provide coordination support in the preparations for the conduct of the Global Health Learning Centre (GHLC) tracer study; communicate with GHLC alumni to invite their participation in the study and respond to queries;
  2. To provide administrative support in the collection and storage of data – update the GHLC alumni database; collate data from the study and enter them into the GHLC alumni database;
  3. Facilitate the GHLC alumni to join the GHLC Facebook page and also facilitate them to join the alumni discussion forum, a platform that aims to facilitate information sharing and peer learnings; and
  4. Assist with the creation of GHLC alumni profiles and the online publication of GHLC alumni report.

 

METHODS TO CARRY OUT THE ACTIVITIES

Work to be performed

  • • Output 1: To provide coordination support in the preparations for the conduct of the GHLC tracer study; communicate with GHLC alumni (hereafter will be referred to as GHLC fellows) to invite their participation in the study and respond to queries.

Deliverable 1: Update the contact data of GHLC fellows by coordinating with the Country Offices to obtain their current contact information; update the alumni database; coordinate with the WHO WPRO Information Technology Group to facilitate an online survey; schedule online interviews with GHLC fellows (interviews to be conducted by the technical officer); respond to queries relating to GHLC tracer studies from the GHLC fellows.

  • • Output 2: To provide administrative support in the collection and storage of data – update the GHLC alumni database; collate data from the study and enter them into the GHLC alumni database.

Deliverable 2: Assist in collating data from the online survey; update the alumni database by inputting new information gathered through the survey; assist in transcribing interview data on to the alumni database.

  • • Output 3: Facilitate the GHLC alumni to join the GHLC Facebook Page and also facilitate them to join the alumni discussion forum, a platform that aims to facilitate information sharing and peer learnings.

Deliverable 3: Update and manage the GHLC alumni Facebook Page; invite GHLC fellows to join the Facebook Page; coordinate with colleagues in the WHO WPRO Country Support Unit (CSU) to invite GHLC fellows to the GHLC Facebook; moderate the GHLC Facebook Page; invite GHLC fellows to join the GHLC Community of Practice.

  • • Output 4. Assist with the creation of GHLC alumni profiles and the online publication of GHLC alumni report.

Deliverable 4: Develop a draft profiles of GHLC fellows  -coordinate with the fellows to obtain their photos and short bio and arrange information in an e-book format; coordinate with relevant offices in who WPRO to obtain permission for publication.

 

QUALIFICATIONS AND EXPERIENCE

EDUCATION

Essential:  University degree from a recognized educational institution

Desired:  A Bachelor of Science Degree in Business Administration, Economics, Statistics, Natural Sciences, Social Sciences, and related degrees

 

EXPERIENCE

Essential: Minimum of 5 years' experience in administrative and coordination functions

Desired: At least 2 years' experience in a UN agency or international organization

 

SKILLS / TECHNICAL SKILLS AND KNOWLEDGE

  • • Detail-oriented with advance administrative and coordination skills
  • • Excellent written and oral communication skills
  • • Ability to collect and organize information
  • • Ability to coordinate with external partners, as well as work harmoniously as a member of a team, adapt to diverse education and cultural background and maintain a high standard of personal conduct
  • • Computer literacy (Word, Excel, PowerPoint, etc.); proficiency in use of a graphic design platform and social media platforms; accuracy in data entry

 

LANGUAGE

  • • Written and spoken fluency in English is essential.  Working knowledge of other UN languages is an advantage
