Overview :

Belize has submitted three (3) national communications to the United Nations Framework Convention on Climate Change (UNFCCC).  The First National Communication was submitted in 2002 and the Second National Communication in 2012.  The First National Communication presented the greenhouse gas inventory of emissions by sources and removals by sinks for 1994.  The Second National Communication presented the greenhouse gas inventory (GHGI) for reference years 1997 and 2000.  The emissions of Greenhouse Gas for the 1994 reference year were re-calculated, using the revised IPCC 1996 guidelines.

In 2016, Belize submitted its Third National Communication.  The country reported on its greenhouse gas inventory report for reference years 2003, 2006, and 2009. Belize, in keeping with its commitments, will update the previous national greenhouse gas inventory of emissions and sinks, and conduct GHGI for reference years 2012, 2015 and 2017 which will bring the country up to date and enables Belize to submit its first Biennial Update Report in March 2019.  In 2020, Belize will be submitting its Fourth National Communication reporting in its greenhouse gas inventory report reference years 2015, 2017 and 2019.

Despite not being required to take on a quantitative commitment for reducing GHG emissions as a Non-Annex 1 Party to the UNFCCC, Belize proceeded to make significant efforts to fulfil the objectives of the Convention.  In 2015, the Government of Belize adopted its first National Climate Change Policy, Strategy and Action Plan.  Belize, through its efforts has sought through several line ministries, to initiate policy-based activities, at the sector level, to address (adapt and mitigate) the impending impacts of climate change.  Some of the key ministries identified are the Ministry of Agriculture, Fisheries, Forestry, the Environment, Sustainable Development and Agriculture, the Ministry of Natural Resources, Ministry of Finance, Public Service, Energy and Public Utilities, and the Ministry of Economic Development, Petroleum, Investment, Trade and Commerce, Ministry of Tourism and Civil Aviation, Ministry of Works, Transport and NEM, Ministry of Health.  

Belize is preparing its Fourth National Communications (FNC) to the UNFCCC by Articles 12 of the Convention the FNC will update and strengthen information provided regarding national circumstances, inventories of greenhouse gases, policies and measures undertaken to mitigate climate change, assessments of vulnerability to climate change and steps taken to adapt to climate change, and information on public awareness, education, training, systematic observation & research capacity building and technology transfer.  As a result, Belize in improving its reporting on mitigation actions, through this consultancy will be conducting its first GHG mitigation assessment which will allow the design of Belize’s first Mitigation Strategy.

The overall purpose of the consultancy is the development of a national Greenhouse Gas Mitigation Strategy informed by a national-level assessment of the impacts of various technologies and practices that affect greenhouse gas emissions. The consultant is required is to conduct a detailed analysis of GHG mitigation actions associated with energy and non-energy sectors considering demand, transformation, and resources. The assessment will identify oopportunities for mitigation as well as contribute to the Climate Change Mitigation Chapter and National GHG Inventory Chapter for Belize’s Fourth National Communication and Biennial Update Report Project.
