REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES) Hiring of Firm for  Baseline Survey  Country:                                  Pakistan IDA Credit No:                         IDA-65480 Name of Project:                      Punjab Human Capital Investment Project (PHCIP) ID P164785 Implementing Agency:             PMIU-School Education Department, Government of Punjab Assignment Title:                     Hiring of Firm for Baseline Survey Reference No.                         PK-SED-185814-CS-CQS The Islamic Republic of Pakistan has received financing from the World Bank towards the cost of the Punjab Human Capital Investment Project (PHCIP), and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include conducting a Baseline Survey before revamping of 3400 Nos. of Early Childhood Education (ECE) classrooms in 11 Districts (43 Tehsils) of Punjab. The Punjab Human Capital Investment Project (PHCIP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The [RH1] required qualifications and experience of the firm is as under: The firm should have ten (10) years overall experience with at least five (5) demonstrated experiences in conducting baselines and impact assessment studies in public and/or private sector of comparable scale and complexity at national/international level. Should have successfully completed at least two (2) assignments (survey/baseline) in education sector in past five (5) years. The key staff team members should possess relevant qualification, experience, expertise and skills to carry out assignments in areas covered in ToRs. Documented experience of preparing quality survey/baseline reports which are concise and succinct to allow policy and technical decisions. Should have similar geographic experience of conducting surveys in relevant districts/divisions. Mandatory requirements: The firm must be registered with Registrar of Firms or SECP, having valid NTN/PRA, from Eligible Countries list of the World Bank, not in debarred list of the World Bank, in case of INGOs – NOC from Ministry of Interior/Economic Affairs Department, Pakistan is mandatory. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for Borrowers for Goods, Works, Non-Consulting and Consulting Services dated July 1, 2016; and revised August 2018 (Procurement Regulations)., setting forth the World Bank’s policy on conflict of interest.  Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Payments shall be made into JV account A Consultant will be selected in accordance with the CQS method set out in the Procurement Regulations.
