Assignment Title: Administrative Assistant

1.0       BACKGROUND

The Government of Commonwealth of Dominica has secured financing from the International Development Association (IDA) credit and a Crisis Response Window Grant towards the cost of the Housing Recovery Project (HRP), under the Ministry of Housing and Urban Development and intends to apply part of the proceeds for recruitment of Administrative Assistant (consulting services).

2.0       OBJECTIVE OF THE ASSIGNMENT                                                                   

The objective of this consultancy is to provide general administrative support and secretarial services.  The Officer will work under the guidance/supervision of the Project Manager of the PIU and will also provide the required support to all technical, managerial and (other) support staff under the Project.

3.0       BRIEF SCOPE OF THE ASSIGNMENT

  • Assist the Project Manager and other Project Staff in the fulfilment of project objectives.
  • Create and maintain a Fixed Assets Register, Contracts Register under the Project.
  • Provide administrative and secretarial services/support, inclusive of the taking of minutes, during World Bank Missions and other project-related meetings.
  • Respond to emails, faxes and telephone calls when and where necessary on Project related matters.
  • Provide general secretarial, administrative duties such as typing, filing, photocopying, recording of incoming/outgoing mail, organization of meetings and basic data entry to improve the quality of internal controls under the Project.
  • Assist with the organization of events, with respect to notifying suppliers of services and other requirements.
  • Keep coherent, effective, accessible, well-maintained archives of all the subcomponents under the Project;

The Government of the Commonwealth of Dominica now invites eligible candidates (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

4.0       QUALIFICATIONS AND EXPERIENCE                                                           

The candidate must possess the following qualifications and experience:

Qualifications

  • Degree in Administration or management or related field with at least two years relevant working experience OR
  • Diploma from S.A.L.C.C. with at least three years related working experience OR
  • Associate Degree in Business Administration or related field with at least two years relevant working experience

Experience

  • Minimum two (2) years’ experience  
  • Functionally computer literate, possessing operational skills in word-processing and spreadsheet application including software programs such as Word, Excel, PowerPoint, Microsoft Project.
  • Must possess a background in administrative duties
  • Ability to work as part of a team and function with minimal supervision;
  • Good command of and fluency in written and spoken English;
  • Ability to use other office equipment such as fax machine, scanner, photocopier, etc.;
  • Ability to communicate effectively and handle stakeholders tactfully, courteously and diplomatically and to document same following appropriate system

The attention of interested individual Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017, August 2018 and November, 2020, setting forth the World Bank’s policy on conflict of interest. Please refer to paragraph 3.17 of the Procurement Regulations on conflict of interest related to this assignment which is available on the Bank’s website athttp://projects-beta.worldbank.org/en/projects-operations/products-and-services/brief/procurement-new-framework.   

A Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the Procurement Regulations.

5.0       DURATION OF THE ASSIGNMENT:                                                           

 The period of consultancy will be 12 months, subject to extension based on satisfactory performance.
