This amendment adds two additional questions to the final RFP Q&A.  The revised final RFP Q&A is only available by request through SAM.gov.  Only requests including verified DUNS and CAGE Code will be approved.  If your SAM.gov profile does not include your verified DUNS and CAGE Code, you must provide those and your Facility Security Officer's contact information so MDA Information Security can verify.  In the event of a discrepancy between the final RFP Q&A and the final RFP, the final RFP shall prevail.

There are no other changes in this amendment.

This amendment revises the solicitation (two documents - amendment and conformed copy), Section L, and Section M based on industry questions on the final RFP.  This amendment provides updated versions of each of those documents as well as the final RFP industry questions and answers (Q&A).  The documents are only available by request through SAM.gov.  Only requests including verified DUNS and CAGE Code will be approved.  If your SAM.gov profile does not include your verified DUNS and CAGE Code, you must provide those and your Facility Security Officer's contact information so MDA Information Security can verify.  In the event of a discrepancy between the final RFP Q&A and the final RFP, the final RFP shall prevail.

The Missile Defense Agency (MDA) has a Foreign Military Sales (FMS) Cross Domain Solution (CDS) requirement as part of the Command & Control, Battle Management & Communication (C2BMC) program.  MDA is issuing a final Request for Proposal (RFP) for C2BMC Foreign Military Sales (FMS) Common Domain Solution (CDS) under the Command & Control, Battle Management & Communication (C2BMC) program.  The FMS CDS is a means of information assurance that provides the ability to manually or automatically access or transfer information between two or more differing security domains.  FMS CDS devices are integrated systems of hardware and software that enable the transfer of information among otherwise incompatible security domains or levels of classification.  They also enable filtering of unauthorized messages and malicious files in order to protect both U.S. Classified Military Intelligence (CMI) and FMS customer systems, networks, and data.  The final RFP documentation is attached to this solicitation and is available only upon request through SAM.gov.  Only requests including verified DUNS and CAGE Code will be approved.

The MDA intends to competitively award Firm-Fixed-Price and Cost-Plus Fixed Fee (CPFF) Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts to each and all qualifying offerors based on a full and open competition.  The North American Industry Classification System (NAICS) code for this acquisition is 541512 – Computer System Design Services.  The contract will be for a base ordering period of five years.  An IDIQ contract will be awarded to each and all qualifying offerors.  To access the RFP documents, offerors must be registered in the System for Award Management (SAM) database.  Offerors may obtain information on registration in SAM at https://www.beta.sam.gov.  Paper copies of the solicitation will not be issued. The solicitation may be accessed electronically only via the beta.SAM.gov website.  Offerors are responsible for routinely checking the SAM.gov website for any possible solicitation amendments that may be issued.
