  Invitation for Bids Date: 14 January 2022 Loan No. and Title: Loan 3590/3591-VIE:  Secondary Green Cities Development Project Contract No. and Title: HU-CW08:  Dredging, Embankment and walkways of Ke Van and Lap rivers Deadline for Submission of Bids: 18 February 2021 at 9:00 hours (local time) 1.    AThe Social Republic of Vietnam has received financing from the Asian Development Bank (hereinafter called "ADB") toward the cost of the Secondary Green Cities Development Project. Part of this financing will be used for payments under the contract package named above. Bidding is open to Bidders from eligible source countries of ADB.  2.    AThe Thua Thien Hue Provincial People's Committee, c/o Thua Thien Hue Department of Planning and Investment (“the Employer”) invites sealed bids from eligible Bidders for the contract package HU-CW08:  Dredging, Embankment and walkways of Ke Van and Lap rivers with the following details:  Summary of works: Dredging, Embankment and walkways of Ke Van and Lap rivers. Site location: Hue city, Thua Thien Hue Province, as presented at the drawing No.1 in the attached dossier of construction drawings. Contract implementation period: 24 months Contract type: admeasurement contract with price shall be price adjustments.    3.    A National competitive bidding, e-Procurement system (NCB) will be conducted in accordance with the ADB’s Single Stage- One Envelope bidding procedure and is open to all eligible Bidders as described in the Bidding Document.  4.    AOnly eligible Bidders with the following key qualifications should participate in this bidding:  Construction experience: ●     As a minimum, the Bidder's net worth for the last year, calculated as the difference between total assets and total liabilities should be positive. ●     Participation in at least one (1) contract that has been successfully or substantially completed within the last five (5) years and that is similar to the proposed works, where the value of the Bidder’s participation exceeds VND 94.3 billion. Construction works of agriculture and rural development grade III or higher. Construction of embankment length not less than 1.0 km.   Financial requirements:   ●     The Bidder's net worth for the last year (2020), calculated as the difference between total assets and total liabilities should be positive.  ●     Minimum average annual construction turnover of VND 117,900,000,000 calculated as total certified payments received for contracts in progress or completed, within the last the last three (3) years (2018, 2019, 2020).  The qualification criteria are more completely described in the Bidding Document.  5.    AInterested eligible Bidders may obtain further information from the Employer and inspect the Bidding Document during office hours (7:30 to 17:00 hours) from Monday to Friday until before 9:00 hours on 18 February 2022, at the following website: http://muasamcong.mpi.gov.vn.   6.    AA complete set of Bidding Documents in Vietnamese is freely available on Vietnam National e-Procurement System (www.muasamcong.mpi.gov.vn).  7.    Ae-Bids must be submitted via Vietnam National e-Procurement System at or before 9:00 hours (local time) on 18 February 2022. Late bids will not be accepted.
