Overview :

Since 2008, UNDP has been providing technical assistance for the strengthening of the electoral system in Honduras in terms of legal, regulatory and institutional frameworks and associated dialogues with political parties and civil society. It is also supporting the National Population Register to increase registration and access to citizen identification for better inclusion and access political, social and economic rights of the population.

As part of technical assistance to strengthening electoral systems, the Supreme Electoral Court (TSE) would like to assess the consistency of the Electoral Census and Citizen Identification Database. These terms of reference are for recruiting an experienced International Consultant to assess the consistency of the Electoral Census, the Citizen Identification Databases and data security reliability, providing a report on the outcomes to the Commissioners of the TSE (Supreme Electoral Court) and to the Directors of the RNP (Citizen Identification Register).

Objective

  • In his/her mission, the International Consultant will assess the consistency of the Electoral Census and the Citizen Identification Database, data that is required to provide the accurately information of the active electoral voters.

Functions / Key Results Expected

Under the direct supervision of the Project Coordinator, the International Consultant is responsible for the following:

  • Conduct a comprehensive review of the data of the Citizen Identification Register
  • Address concerns about the quality of the voter registry
  • Conduct meetings and interviews will all relevant stakeholders (TSE, RNP, central and local public authorities, political parties, representatives of the civil society) to define their needs and preoccupations;
  • Provide with inputs and recommendations to be implemented to the registry of Citizen Identification Data, and identification of weaknesses on the registry.
  • Provide recommendations to implement improvements to the quality of the information provided by the RNP to the TSE to generate a reliable and transparent Census data.
  • Analyze citizen’s data security in the databases of the RNP, and provide with recommendations on improvements to be implemented.
  • Analyze the existing infrastructure,
  • Prepare the final report with recommendations including feedback received from TSE and UNDP.

Expected output and deliverables

The expected deliverables to be achieved are:

  • Inception report on the preliminary findings of the data of the Citizen Identification Register.
  • Report, including a comprehensive review of relevant data, status of the voter registry, quality of the data of the register, status of the software to transfer the voter registry data from the RNP to the TSE and the security of the data. 
  • Executive Presentation to the TSE and RNP on the main findings of the assignment
  • Final report including:
    • The above-mentioned review;
    • A detailed summary of the main recommendations;
    • Annexes including description of technological systems, institutional set-up (current and needed for the implementation of the recommendations); minutes of meetings and roundtables, etc. 

The process will be conducted according to the rules and procedures of UNDP.
