The Independent State of Papua New Guinea has received finance in the amount of approximately US$30 million from the World Bank toward the cost of the Improving Access to and Value From Health Services in PNG: Financing the Front Lines (IMPACT Health) Project, and it intends to apply part of the proceeds to payments for goods, non-consulting services and consulting services to be procured under this project. The project will include the following components:
Specific procurement notice will be announced for consulting services (QCBS) for an Independent Verification Agent to verify progress on the achievement of Direct Linked Indicators (DLI) targets outlined in the annual DLI Status Reports, related to effective health service delivery, submitted by the National Department of Health. Expressions of interest will also be requested for Individual consultants to support the Project Management Unit in the National Department of Health.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank Procurement Regulations for IPF Borrowers, dated July 2016, revised November 2017 and August 2018 (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website and, The National, and the Post Courier newspapers in the Independent State of Papua New Guinea.
