INFORMATION AND COMMUNICATION TECHNOLOGY AGENCY OF SRI LANKA REQUEST FOR EXPRESSION OF INTEREST CONSULTING SERVICES – INDIVIDUAL CONSULTANTS Project: Contingent Emergency Response Component for ICTA reflected in the Climate Smart Irrigated Agriculture Project-P163742 Assignment Title: Individual Consultants to coordinate and facilitate adoption, capacity building, and change management of organizations engaged in eMail, cross Gov Video conferencing and Forms.gov.lk Reference No. LK-ICTA-241518-CS-INDV The Democratic Socialist Republic of Sri Lanka has requested the World Bank’s assistance to respond to various sectoral Emergency needs brought on by the COVID-19 Pandemic in Sri Lanka under the  Contingent Emergency Response Component (CERC).  The overall CERC Implementation/Facilitation will be carried out by the Ministry of Finance, Economy, and Policy Development (MoF).  The CERC is being implemented across five sectors including Digital Development (ICT). The funds from several project CERCs will be “pooled” into one Designated Account (DA) to finance a common emergency action plan and the same activities. The consulting services (“the Services”) to engage and include facilitate initiatives focused on adoption, capacity building, and change management under CERC projects such as Government-wide video conferencing facility, Cross government email, and collaboration solutions and Forms.gov.lk initiative for the period of One (1) year. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Bachelor’s Degree in ICT or Project Management or related discipline from a recognized university At least 5 years of experience in government ICT / digital transformation-related project managing, coordination, and implementation Sound knowledge on adults training, capacity building, and change management Strong leadership capabilities and a demonstrated record of successful leadership of a multi-disciplinary environment Good knowledge of spoken and written English and Sinhala or Tamil Good ICT skills and familiarity with trending Digital Technologies The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations.
