REQUEST FOR EXPRESSIONS OF INTEREST PROCUREMENT NUMBER: EOI/APRM/TR/KE/ AfDB/25/2021 REQUEST OF  EXPRESSIONS FOR INTEREST TARGETED REVIEW: INDIVIDUAL INTERNATIONAL CONSULTANT TO CONDUCT A TARGETED REVIEW ON “ THE MANUFACTURING SECTOR UNDER THE BIG 4 AGENDA IN THE REPUBLIC OF KENYA ” CLOSING DATE: 31 st August 2021 at 11.00am Kenya Time or 12.00 hours South Africa time   Public Sector-Governance Financing Agreement reference: 2100155036916 Project ID No.: P-Z1-K00-084 Country: South Africa Project Title: APRM-ISP   BACKGROUND   The African Peer Review Mechanism (APRM) has received financing from the African Development Bank (AfDB) toward the cost of the APRM Institutional Support Project and intends to apply part of the agreed amount for this grant as payment towards the procurement of an e xperienced Individual Intern ational Consultant t o conduct a Targeted Review on the theme, “ the Manufacturing Sector under the Big 4 Agenda in the Republic of Kenya ”.   OBJECTIVES   The objective of the Targeted Review is to identify the key issues of the manufacturing sector through the dissection of each of the key sub-sectors that it constitutes as a way for providing an overview of the state of the manufacturing sector with its opportunities and challenges in Kenya. In other words, the Targeted Review Report will bring out government’s efforts to manage any issue or challenges in the sector, the policies and strategies put in place and then give recommendations for improvement of the manufacturing sector in the best interest of the economy and people of Kenya.   The Consultant shall follow and also be guided by the specific objectives contained within the Socioeconomic Development (SED), Economic Governance and Management (EGM), Corporate Governance (CG), and Democracy and Political Governance (DPG) below.   The duration of the assignment is estimated at thirty (30) days including field days, starting in October 2021. In consultation with relevant staff at the APRM Continental Secretariat, APRM National Secretariat and other stakeholder, the consultant shall prepare and submit the following on the 14 th day from the date of the contract: Prepare the Structure/Framework of the Report, the Power Point presentation, and the Key Highlights Paper on the theme “The manufacturing sector in the Republic of Kenya” and submit them on the 14th day from the date of the contract. Prepare and submit a Zero-Draft Report, a Power Point presentation and the Key Highlights Paper on the 28th day from the date of the contract.  Prepare and submit the First Draft Report, a Power Point presentation, and the Key Highlights Paper on the last day of the field mission. Prepare and submit the Second Draft Report, a PowerPoint presentation, and the Key Highlights Paper on the 14 th day from the completion of the field missions. QUALIFICATIONS & EXPERIENCE   The Consultant MUST have one of the following educational backgrounds, experiences, and skills and Must attach the Relevant certificates and Testimonials:   A PhD in Economic Sciences and/or in Industrial and Production Engineering and/or in Supply Chain Management and/or in related fields with a minimum of five (5) years’ relevant experience in developing, implementing, and evaluating manufacturing development programs or other relevant programs that involve coordination with National, Continental, or international agencies.  or A Masters’ degree in economic sciences and/or in industrial and production engineering and/or supply chain management and/or in related fields with a minimum of seven (7) years’ relevant experience in developing, implementing, and evaluating manufacturing development programs or other relevant programs that involve coordination with National, Continental, or international agencies.
